From One Home to a Greater Vision: The Story and Future of The Western Lights Residences

What began with the purchase of a home in Hesperia, California, has become part of a larger entrepreneurial vision connecting residential care, professional knowledge, and responsible growth.

Where Our Story Began

We Purchased a Home With a Bigger Vision in Mind

In January 2025, my husband, Kelvin Justo Garcia, and I purchased our home in Hesperia, California. From the beginning, we envisioned eventually transforming the property into a residential care facility for the elderly.

We were not simply purchasing a property. We were also creating an opportunity to build a business that could serve older adults and their families.

However, having that long-term vision did not mean we intended to pursue licensing immediately.

We deliberately chose not to apply for an RCFE license when we first purchased the property.

We wanted to determine when we were ready to commit to the licensing process and the responsibilities associated with developing a residential care business.

It was not until July 2026 that we decided to officially move forward.

Once we made that decision, we submitted our application on July 7, 2026.

Our vision began when we purchased the home. Our official licensing journey began when we chose to pursue it in July 2026.

That distinction is important to our story. The period between purchasing the property and applying for licensing was a deliberate business decision, not an unsuccessful or prolonged licensing attempt.

Why We Want to Create a Different Kind of Residential Care Experience

When someone moves into an assisted living home, they are not simply changing addresses. They are entering a new chapter of their life.

For families, choosing residential care can also be an emotional experience.

There are questions about safety, comfort, medical needs, independence, daily routines, and whether their loved one will feel genuinely cared for.

We want The Western Lights Residences to be developed around an understanding of those concerns.

Our planned six-resident home is intended to provide an intimate residential environment where individual needs and preferences can receive personal attention.

We want future residents to enjoy meaningful conversations, familiar routines, comfortable surroundings, and opportunities to maintain relationships with the people they love.

Our goal is to build an environment where people feel respected as individuals.

We want to develop more than a place where people receive assistance. We want to create a home where they experience dignity, belonging, and genuine human connection.

Our Actual Licensing Journey

When We Decided the Time Was Right, We Moved Forward

Purchasing our home in January 2025 established the foundation for our residential care plans. But July 2026 marked the beginning of our formal licensing journey.

We believe that timing is an important part of entrepreneurship.

Choosing when to move forward with a major business commitment requires careful consideration.

When we decided to pursue licensing, we were ready to begin the formal application process.

What followed was a series of milestones, communications, administrative requirements, and follow-ups.

We want to share our actual experience transparently, both for families following our journey and for aspiring care business owners who may find our experience informative.

Our Licensing Timeline

July 7, 2026

Application Submitted

We officially submitted our RCFE licensing application to the California Department of Social Services.

July 10, 2026

Application Received

Our application was received by CDSS, three days after submission.

July 16, 2026

Fire Inspection Scheduling

We received an email from the Fire Marshal's office requesting that we schedule an inspection.

July 17, 2026

Fire Inspection Passed

Our property passed its fire inspection. This was an important milestone in the application process.

July 20, 2026

Fire Clearance Follow-Up

We contacted the Fire Marshal's office to confirm whether our clearance had been transmitted to CDSS.

It had not yet been sent, and the inspector was off that Monday.

July 21, 2026

Clearance Transmission Confirmed

We followed up again and confirmed that the Fire Marshal's office had transmitted our clearance to CDSS by email.

August 5, 2026

Operating Statement Update

Our assigned licensing analyst requested a change to one field in our Operating Statement.

This also increased our required proof-of-funds amount.

We already maintained the necessary funds in our bank account, so we did not need to deposit additional money.

August 13, 2026

Number 64 in the Queue

We were informed that our application was number 64 in the queue for compliance and background reviews.

August 21, 2026

Queue Position Changed

When we checked again, our position had moved from number 64 to number 65.

We learned that case reassignments had occurred and our analyst had taken nine additional cases.

September 15, 2026

Number 51 in the Queue

Our most recent reported position was number 51 in the compliance and background review queue.

Our Application Status

As of September 15, 2026, our application was number 51 in the review queue.

Our property passed its fire inspection on July 17, and we confirmed transmission of the clearance to CDSS on July 21.

We continue to follow the application process and prepare for the remaining licensing requirements.

This status reflects our reported application progress as of September 15, 2026. Fire clearance is not equivalent to issuance of an RCFE license.

Business Preparation

What Our Licensing Journey Has Reinforced About Building a Care Business

Preparing a residential care home is not simply a matter of completing an application and waiting for approval.

It involves financial preparation, communication, documentation, operational planning, and the ability to respond when additional information is required.

Our experience with the Fire Marshal's office reinforced the importance of following up on important milestones.

When our fire clearance had not yet been transmitted, we followed up until we received confirmation.

When our analyst requested an adjustment to our Operating Statement, we already had the required financial resources available.

And when our position in the review queue changed, we contacted the analyst to better understand the situation.

These experiences have reinforced the value of being organized, prepared, and actively engaged throughout the process.

We recognize that every application is different. Our experience should not be interpreted as a guaranteed or standard licensing timeline.

Preparation does not eliminate every challenge, but it can influence how effectively we respond when challenges arise.
Our Long-Term Growth Vision

One Home Is Our Beginning. It Is Not the Limit of Our Vision.

The Western Lights Residences represents our first planned residential care facility. However, our entrepreneurial vision extends beyond developing one home.

My professional background in business analysis, operational management, and performance improvement has influenced the way I approach business development.

I believe that a business should be built with systems capable of supporting its current operations and future opportunities.

For residential care, that means understanding staffing requirements, managing operating expenses, maintaining financial discipline, developing effective administrative processes, and establishing reliable professional relationships.

It also means understanding that every additional facility represents new responsibilities to its residents, caregivers, and families.

Our intention is to use the development and future operation of The Western Lights Residences as a foundation for evaluating additional residential care opportunities.

Building the Foundation Before Expanding

Our immediate priority is to complete the licensing process for The Western Lights Residences and establish its operational foundation.

Before pursuing additional facilities, we want to evaluate our existing systems, staffing model, financial performance, operational requirements, and overall readiness for expansion.

Future facilities will require separate planning, financial resources, site evaluations, and applicable regulatory approvals.

We envision a deliberate approach to growth, beginning in the High Desert and evaluating opportunities in neighboring communities as our operations develop.

Hesperia: The Western Lights Residences

Our first priority is developing The Western Lights Residences, our planned six-resident residential care facility in Hesperia, California.

We intend to focus on operational readiness, resident care, appropriate staffing, financial management, and regulatory compliance.

Future Local Development

Additional High Desert Opportunities

As our experience and resources develop, we intend to evaluate opportunities for additional residential care operations in the High Desert.

Potential markets include Hesperia, Apple Valley, Victorville, and neighboring communities within San Bernardino County.

Future opportunities may include additional small residential care facilities and other appropriately licensed care models.

Regional Development

The Inland Empire

Beyond the High Desert, we intend to evaluate residential care opportunities throughout the Inland Empire.

Communities under consideration include Highland, San Bernardino, Redlands, and other appropriate markets.

Expansion will depend on operational readiness, available resources, market conditions, and applicable licensing requirements.

My professional journey began in the call center industry in the Philippines in 2009.

After immigrating to California in 2013, I continued developing my career in customer service, mortgage lending, business analysis, and business execution.

During my career at Wells Fargo, I gained experience with performance analysis, productivity, staffing models, operational forecasting, automation, and customer experience improvement.

These experiences influence how I approach entrepreneurship, financial management, operational efficiency, and long-term organizational development.

Kelvin Justo Garcia

Chief Operating Officer

Kelvin established Rosenthal Community Care Services in August 2024.

He plays an important role in the development of our care-related businesses and their operational foundations.

Together, we are combining our experience, entrepreneurial interests, and shared commitment to developing a sustainable organization within the care industry.

We also recognize that some families may be exploring options for relatives relocating from other parts of Southern California.

Our intention is to provide clear information about our future services, admission requirements, and capabilities once licensing is complete.

As our organization develops, we intend to maintain our local relationships while evaluating opportunities in additional communities.
